Message of the Commissioner

Almost 2 years have passed since I joined the Taxes Zone 14, Dhaka on 25 February 2015 after having served as the Commissioner of Chittagong Zone 2 and Rajshahi Zone and finally as Member, Taxes Appellate Tribunal, Khulna Bench, Khulna. Although revenue collection remains the core function of a tax zone, the concepts of accountability and transparency has meant that tax awareness building and education, the dissemination of tax information and good customer service have also become important activities. The diversification and magnitude of income generating activities has grown so immensely since I first joined the income tax department almost 29 years ago that we have had to grow with it.

Taxes Zone 14, Dhaka was created in 2011. It is a territorial zone having circles 287 to 308 and includes jurisdiction over individuals in wards 15, 16, 20, 37, 38 and 39 and specialised companies situated within the Dhaka civil district. It is also entrusted to collect tax deducted at source under section 52AA (all services) and 53 (import). Its 22 circles, 4 Range offices and the Office of the Commissioner are all situated at 12/1 Bijoy Nagar, Dhaka. Taka 28 crore was raised in the last 5 months of assessment year 2011-2012. Tk. 500.35 crore was raised in the assessment year 2012-2013 and Tk. 585 crore in 2013-2014. In A/Y 2014-2015 we collected Tk. 660 crore and Tk. 900 in A/Y 2015-2016. The web-site of Taxes Zone 14, Dhaka was officially launched on 1 January 2015 with the hope that it will help all our taxpayers to be up-dated on all things tax related.

During my tenure so far as the Commissioner of Taxes Zone 14, Dhaka much has taken place. We signed two APAs which committed us to achieve excellence in every sphere of our work. We exceeded our tax collection target for A/Y 2015-2016. Tax Fair 2015 and 2016, Tax Week 2016, seminars with business communities such as those at BEPZA, stakeholder meetings with business representatives such as Shop Owners Associations of Bashundhara City and Karwan Bazar have, we hope, helped to reduce the distance between the zone and our stakeholders and will go a long way in increasing revenue collection. Our teams of Inspectors systematically visiting each area of Dhaka so that every tax deducting authority was aware of its obligation and surveying our area jurisdiction to expand our tax base have both helped in increasing our revenue collecting abilities.

With a collection target of Tk. 1215 crore for the assessment year 2016-2017, work has been redoubled. Through automation, simplification of procedures, meetings with our stakeholders and the use of modern techniques and expertise we strive to achieve our targeted goals. We continue our efforts with commitment, professionalism and strong teamwork which characterize Taxes Zone 14, to achieve all our tax and non tax objectives.
